New asset
Adds an asset: one thing in service. Choose its class first, which needs to exist.
Opened from a serial number's page with Commission as an asset, the form puts that serial number into service: it leaves stock (an issue movement naming the asset) and becomes the asset's serial number, and the asset keeps the link to its build history. Only the classes for that serial number's part are offered.
